CAN I CHANGE ONE UNIVERSITY TO OTHER UNIVERSITY?

I am engineering student i have completed my first year engineering in mechanical branch i want to change my college which is in SWAMI RAMANAND UNIVERSITY NANDED TO PUNE OR NORTH MAHARASTRA UNIVERSITY. IS it possible to change it....if yes please tell me the procedure....please please this is my humble request....
